- Players could also potentially petition to reinforce several systems that they know will be empty in order to use up all the Intel Xeon 3.0Ghz Woodcrest blades in order to ensure lag for their real destination.
- How will you ensure that the Intel Xeon 3.0Ghz Woodcrest blades are distributed fairly among the players and systems? If the answer is yes then will it be on a first come, first serve basis?
- Will you stop players from abusing this system?
I would hope and prefer if CCP dealt with the rules regarding use and abuse of this system before the system is abused rather than after.

There is no secrecy in eve.

I would not call it paranoia. The combination of CCP's history and their policy of letting their employees play Eve and the widespread practise of meta-gaming in Eve makes it incredibly naive to not ask about who at CCP has access to information about future fleet movements.
There are more than two outcomes. Depending on how large your fleet is and your opponents response it would not necessarily result in lag or node crashes.
